Provide specific management measures for the generation, collection, storage, transportation, utilization, and disposal of urban construction waste. Opinions require strengthening source management. Develop prefabricated buildings, promote green construction and full decoration delivery, include the cost of reducing, transporting, utilizing and disposing of construction waste in the project cost, implement classified collection and treatment of construction waste, promote the integration of building demolition and resource utilization of construction waste according to local conditions, clarify the requirements for the management of decoration waste collection and transportation, and promote the reduction and classification management of construction waste at the source.

The opinion also requires strengthening transportation supervision. Standardize end of pipe disposal. Promote resource utilization. Implement full process supervision. Establish a work responsibility system with provincial coordination and urban overall responsibility, improve and perfect the mechanism of joint law enforcement and joint punishment among multiple departments, strictly implement the approval and filing system for construction waste disposal plans, build an information management platform for construction waste, promote electronic bill management throughout the entire process of construction waste, severely crack down on illegal dumping of construction waste, and effectively implement full process supervision.
